Meta Muse gateway route and Muse Code subscription support (ADR-81). A new muse gateway route (https://api.meta.ai/v1) routes omp's muse-code and meta providers through the local gateway (hnl gateway connect wires both in ~/.omp/agent/models.yml, and the service upgrades existing omp gateway connections automatically on startup). For Muse Code subscription keys, the gateway bridges OpenAI Responses function tools into the muse tool namespace api.meta.ai requires (client_attestation_denied) and unwraps streamed and JSON function_call names on the way back, while recording token usage, context compression and org model rules under Meta Muse.
